Deferring these facilities for 8 to 11 years is a generational failure. The report rightly mandates that "grant assistance should be sought to help offset the City's contribution" toward the projected $770.8 million corridor infrastructure cost.

A formal Letter of Intent from Velosolutions confirms Perth as the designated host city for the 2028 UCI Pump Track World Championships — contingent on delivery of a UCI-standard facility. This is not a bid. The event is confirmed. The facility is the only remaining condition. That confirmation elevates this project from a municipal line item to a State-significant international event legacy asset — providing the exact strategic leverage required to unlock substantial State and Federal sporting infrastructure grants and offset municipal capital expenditure.
